The European Commission, under the coordination of the European AI Office, has published the final version of the General-Purpose AI Code of Practice, a code drafted by independent experts and enriched by input from numerous international stakeholders-including Cyber 4.0-with the goal of making it easier for providers of general-purpose artificial intelligence models to comply with the AI Act rules.
Regulatory context
Regulations under theAI Act for general-purpose artificial intelligence will become effective on August 2, 2025. The Code of Practice is designed to help AI providers comply with this new legal framework in a timely manner, ensuring that models are secure, transparent, and copyright compliant
Structure of the Code
The paper is organized into three key chapters:
- Transparency – a model documentation form to demonstrate transparency on data, training, licensing and energy consumption
- Copyright – guidelines to support compliance with EU copyright law, including technical measures to prevent infringing reproductions.
- Safety and Security – advanced practices for systemic risk management of the most complex AI models, with monitoring and reporting requirements
Next steps
Once the code is approved by the member states and the Commission, providers of general-purpose AI models who voluntarily sign the code will be able to demonstrate compliance with the relevant requirements of the AI Act by adhering to the code. In this way, code signatories will benefit from a reduced administrative burden and greater legal certainty than providers who demonstrate compliance in other ways.
Henna Virkkunen, Executive Vice President of the Commission for Technological Sovereignty, Security and Democracy, stressed the added value of the code: “…marks an important step in making the most advanced AI models available in Europe not only innovative but also safe and transparent.”
