On Friday, Dec. 5, 2025, the second edition of the National Conference of the Italian Cyber Capacity Building (CCB) Ecosystem will be held at “The Dome” Conference Room of Luiss Guido Carli University in Rome, Italy, a landmark event for strengthening international cooperation in cybersecurity and structuring an increasingly mature and integrated national ecosystem.
The conference, organized by the Ministry of Foreign Affairs and International Cooperation (MAECI) and theAgency for National Cybersecurity (ACN), is a moment of strategic discussion among institutions, academia, centers of expertise and stakeholders in the sector, with the aim of analyzing the results achieved in the first edition and outlining operational priorities for the future.
The contribution of Cyber 4.0 in the Western Balkans
Speakers at the event will include Matteo Lucchetti, Operations Director of Cyber 4.0, during the session “Cyber Capacity Building in the Western Balkans.” The talk will outline the role of the Competence Center in enhancing digital skills and cyber infrastructure in the region, highlighting the importance of international cooperation as a lever for development, innovation and resilience.
Cyber 4.0 will bring to attention concrete experiences of collaboration and skills transfer, emphasizing how local capacity building is a decisive factor for the area’s digital stability and European integration.
Three geographical areas at the center of the debate
The agenda of the work will be structured around three priority geographical directions for Italian foreign policy:
- Ukraine, with a focus on cyber resilience to protect the civilian population and the contribution made through the Tallinn Mechanism;
- Western Balkans, with the presentation of achievements in training, technical and institutional cooperation;
- Africa, with an analysis of current digital initiatives and opportunities for new strategic partnerships.
These thematic strands will provide an overview of Italy’s commitment to promoting a more secure, inclusive and resilient cyberspace.
A pillar of digital foreign policy
In a global context characterized by increasing technological competition and the continuous evolution of cyber threats, Cyber Capacity Building is confirmed as an essential tool of Italian foreign policy. Indeed, strengthening the cyber capabilities of partner countries means investing in stability, security and sustainable development.
The second National Conference of the Italian Ecosystem of CCB is therefore proposed as a space for dialogue and shared planning, aimed at consolidating Italy’s role as a responsible and innovative player in the international cybersecurity landscape.
