Cyber 4.0 Forum, in Rome on June 3 and 4, 2026

The Cyber 4.0 Forum 2026, on June 3 and 4, will bring together experts, institutions and leading companies in the cybersecurity sector in Rome for two days of discussion, insight and networking. This year the event will be held at L’Aula 200 – Luiss University, Viale Romania 32.

Why the Forum

Cyber 4.0, in line with the National Cybersecurity Strategy and the mandate given by MIMIT, operates as a reference interlocutor for the development of skills and operational capabilities in cybersecurity and as a technology transfer hub to support innovation in the Italian entrepreneurial system. Now in its fourth edition, the Forum represents a moment of confrontation and dialogue between institutions, companies and the world of research on the strategic issues of cybersecurity, contributing to the strengthening of the national ecosystem, the diffusion of innovation and the development of skills.

Themes and focus of the 2026 edition

The 2026 edition will be articulated along two main lines: on the one hand, a focus on the activities, priorities and projects developed at the national level; and on the other, an in-depth look at the prospects for international cooperation, both in the European and non-EU spheres.Within this framework, the program will be devoted to some of the main areas of cybersecurity evolution, with particular attention to the implications for the country system and applications in industrial and institutional contexts. Among the main topics that will be addressed:

  • Cybersecurity, strategic supply chains and national competitiveness – impact of cybersecurity on industrial value chains and the country system.
  • Defense, space and maritime domain – protection of strategic infrastructure in the defense, aerospace and maritime sectors, with presentations of frameworks and application cases.
  • Secure digitization for business and public administration – development of innovative solutions, laboratories and operational platforms for digital security.
  • Capacity building and international projection-European initiatives, strategic collaborations and training programs to strengthen the international cybersecurity ecosystem.

With the aim of multiplying opportunities for exchange and facilitating discussion among companies, institutions and stakeholders, as well as to give visibility to relevant initiatives in which the Center is involved, a small booth area will be set up on the days of the event.

The session delves into cyber protection of strategic infrastructure in the defense, space and maritime domains, which are characterized by increasing integration between digital technologies and OT systems. The framework developed by the Center for the aerospace and defense domain, dedicated underwater initiatives and advanced experimentation infrastructures will be presented, highlighting concrete approaches and solutions to strengthen the resilience of these critical ecosystems through collaboration between industry, research and institutions. At the conclusion of the interventions of the National Recovery and Resilience Plan dedicated to cybersecurity and digital transformation, the session proposes a review of the initiatives carried out and the impacts generated on businesses, public administrations and the research system. Through input from relevant institutions and the Cyber 4.0 Competence Center, data, evidence and concrete cases will be presented that illustrate the impact of investments on technological innovation, skills development and strengthening digital resilience. The accelerating convergence between artificial intelligence, digital infrastructure, and sustainable development is reshaping international cooperation and development policy. As digital transformation and AI increasingly shape global development trajectories, the challenge is no longer only technological adoption, but ensuring that innovation ecosystems are inclusive, sovereign, and development-oriented. From the perspective of the United Nations Development Programme (UNDP), digital innovation can become a strategic enabler for sustainable development, resilience, and economic transformation. Building on Italy’s G7 Presidency and initiatives such as the AI Hub for Sustainable Development, this keynote reflects on emerging models of international cooperation that promote responsible and scalable digital ecosystems through partnerships between governments, the private sector, academia, technology actors, and local innovators. Theoretical Frameworks for Understanding ICT4D: A Scandinavian Perspective


While many theories have guided research in Information and Communication Technologies for Development (ICT4D), we have yet to construct a clear, coherent narrative that explains how ICT fosters development. One reason is that our holistic understanding of ICT4D is seldom grounded in theories that clarify the field’s core components: ICT, development, and the transformative processes that link them. From a Scandinavian perspective, I argue why such grounding is important, introduce perspectives that have informed the field, and present examples of how various theories have been used empirically to address these needs. I conclude by proposing an agenda for further research on advancing digital innovation for a sustainable future.
